1. Provides for the consideration of the Senate amendment to the House amendment to the Senate amendment to H.R. 2617.
2. Makes in order a motion offered by the chair of the Committee on Appropriations or her designee that the House concur in the Senate amendment to the House amendment to the Senate amendment to H.R. 2617.
3. Waives all points of order against consideration of the motion and the Senate amendment.
4. Provides that the Senate amendment and the motion shall be considered as read.
5. Provides one hour of debate on the motion equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations or their designees.

6. Provides that the House shall be considered to have taken from the Speaker's table H.R. 4373, with the Senate amendment thereto, and to have concurred in the Senate amendment.
7. Provides that Senate Concurrent Resolution 51 is hereby adopted.
